In 1936 the US State Department sends Robert Garden to Rio de Janeiro disguised as a trade investment official to investigate the mysterious death of a brilliant accountant with an escape plan for wealthy citizens should the nazi/fascist regimes in Europe fail. His investigations embroil prominent Portuguese families and is compromised by a romance he starts with Estela, a beautiful artist.

His meddling creates hostility with an Irish crew manning a company vessel causing it to be hijacked, creating an international incident and other chaos.
